If you "speak" music, it means you can spontaneously invent it (aka IMPROVISE) and you can write it (aka COMPOSITION). Your ability to do so on higher and higher levels depends on learning more VOCABULARY (aka MUSIC THEORY) and ANALYSIS (breaking down the theory in the repertoire).
